Basically sub length may be a factor but they probably want a mix of players who started in other expansions too.

I really do not know why blizzard is doing this because this will make the Pay for the Beta argument stronger.

In a way is better: while I was waiting for a possible Beta invite I relogged with a char in a private server at level 30 that I wasn't touching in at least an year. I was having a lot of fun then, after 1 week, I realized I don't want to burn out. It's hard to see other people playing while you just have to watch, but I think in this way I will be fresher in August :-)

Beta is a huge marketing advertisement scam to earn money from blizzard fanbois 3 month before release.
They mostly invited streamers/youtubers and some big content creators, ala teebling and other people.
Or tell me, why a girl like Pokimane or however she named, got an Invite? Sorry, it is a typical "fuck you customers" move by blizzard just to increase hype and sells.
Most of the Beta testers I saw for now on twitch have not tested the beta, they just levelt to 30 without reporting stuff.
The only Person who do a good job I saw so far was, perplexity, tribe, kraunx and monkeynews - sorry, but the rest just plays the game to gather viewers and money.
